Speaking for modern terms,
Ubisoft has never made a great game. Most of their games has been incredibly mediocre and cookie cutter.
Activision is still clinging to COD but sometimes they can produce actual hits, like Sekiro or Crash remakes
EA has never made a good game with the magical exception of TF2

If you exclude acquisitions I don't think Activison has developed a console release in-house since the Atari days, and I think the only living purely EA studio is EA Sports.
I guess Ubisoft wins by default.

Activision as a publisher has the best content by far.
If we’re talking development Ubisoft wins by default. Fairly competent if boring and dry games. Ghost Recon Wildlands is one of the most impressive games I’ve ever played, even if I barely ever played it.

If I have to choose between those 3, I would say Ubisoft currently. That's not saying much though.

Ubisoft, mostly because they used to do some pretty great games in the past:
