Top looks like a mutt. The gameplay looks 10x better compared to the linear shooter we got, I’ll admit.

The way I interpret it is that he's saying he's not a "God-fearing man", but rather an Elizabeth-fearing one. And being a God-fearing man means being deeply religious and putting all your faith in Him. He's basically saying he has no faith in God but he has faith and belief in Elizabeth. And you could be forgiven for thinking that it's some sort of romantic gesture or something.
Yeah I was pretty bummed about that. I spared Slate the first time around and when Booker was like "killing him would've been the better thing to do" and "now Comstock's men are gonna get him" I legit went back and redid the whole mission because I thought it would have some impact on the story.
