Because it's combined seamlessly with the gunplay, which is cool. Ranged weapons in action games are usually either underpowered combo fodder or super OP, whereas Oni actually makes the difference a meaningful choice.
Also it has actual level design unlike most action games.

It's weird to see comparisons to DMC or Ninja Gaiden. I know it's a tired comparison but if anything it plays more like Dark Souls, to the point where your strongest tactic is to roll through attacks and backstab enemies (or backbreaker is Oni's case)

This reminds me of Egoraptor talking shit about the graphics in Ocarina of Time. Oni came out in early 2001, before you were born, and it brought something that other games couldn't or didn't do at that time.
A big part of Oni's appeal is that combat is designed around freelook and not lock-on, so switching between melee shooting and traversing the environment feels seamless.

Oni actually came out in the same year but before the first Devil May Cry, but when I first played it recently I was surprised at how big the movelist is with directional and crouch modifiers and they managed to incorporate concepts from 2D fighting games like high/low block and throws. Oni is much less combo/juggle focused than DMC/NG/Bayo but you still have a lot of moves to work and there are a lot of tough but enjoyable fights. Also, it's the only "beat em up" that merges third person shooting with melee combat, but the genre went with lock-on/soft lock systems because of DMC1 (plus most action games started on console) and Oni really needs to be played mouse and keyboard.
It was fun and simple with bosses that were a bit of a challange but doable and you got to play as Not-Motoko

I haven't played Oni since like the release year but looking at that webm and the video OP posted it seems like a pretty good 3d combat system that could've used some tweaks like a better block and some ways to break out of moves like the tombstone one. It seems like the combat fits very well in a not-GITS game like that.

just practice your timings it takes some time, but you can get more consistent at them, the back > forward kick or left/right > forward kick generally requires forward and kick at the same time but I'd said the let go of crouch > punch/kick and crouching moves are more important to know

Oni had the best combat with the best perfect mix of moves and weapons. I can't remember how many hours I spent playing it. Used to roam the map picking up 10+ enemies and fighting them all at once.
The ninja AI also blew me a way at the time.

The combat is clunky but also fluid and fun as fuck. The guns are satisfying to use, and when enemies have some of them they are fucking terrifying (screamer cannons, lightning gun things). The game itself is the perfect amount of challenge without feeling outright bullshit. And lengthwise its not too short, but doesn't overstay its welcome.
And the cheat codes are god tier, especially the one that lets you switch to any other character model in the game, including that model's combat moveset.

It's a good thing for sales, but that's only because most players are casuals who want to see cool stuff happen on screen and feel like they're the cause of it. They don't want to actually have to be skilled for what they're doing to look impressive, they'd much rather an AI handle all the targeting and timing while they just press the button to tell it what to do next, and their character just glides over to the enemy the game deems appropriate to execute that move on.

Largely inoffensive, but that changed when he 1) left basically a 5/10 review for FO76 in which he basically accused people of having an agenda for hating on the game and 2) really started phoning it in with a couple more recent reviews. Blood: Fresh Supply didn't launch in a good enough state to merit an uncritical review over mechanics that didn't work as they did in the original, and he came off like a whiny bitch who savescummed his way to getting his review out first for Sigil. With the Oni review, I can't honestly tell if his complaints about the combat come from him being shit at 3D brawler combat or not, because his complaints about how blocking works and how "at least Mortal Kombat has a block button" has me thinking he's never touched Tekken in his life. Take a look at what DMC did to beat em ups. People obsess over rank now which means you gotta keep your score as high as possible. The "fun" of the game changes priorities depending on how the combat develops. The goal of Oni's fun would probably change dramatically with streamlining and the playerbase would probably split with some preferring how it originally was vs the new game's.

What makes the combat good is that the framestats and hitboxes of the moves are generally well worked on, almost legit 1v1 fighting-game-tier and you are often fighting two or three enemies at once with free-moving no lock-on system, with enemies that wanted to kill you and weapons involved. You don't like it because it had no auto-awesome buttons. It was great and you are a retard.

A lot of games of that timeframe had ranking system from what I can remember. Godhand, Ninja Gaiden, Shinobi, God of War, DMC, etc so it might have just been the natural progression for the genre.I definitely agree with you though that a game developer should do whatever they feel like as long the end result is a good game.

IMO scoring works in games like Hitman where you can approach the mission in a variety of ways and also in games that are entirely about the score like when you're just trying to get a high score in an arcade game.

Ocarina of Time graphics were inexcusably shit when the game came out late in the year of '98. Nintendo has never done a first-party game with relevant graphics. They're the highest tier of cheap-asses there is, which is a compliment or insult depending on your point of view.
