The fact that it's depressing is one of my favorite parts about IV, and why it is my favorite in the series.
It's grounded narrative (with those slight GTA-esque quirks bleeding in), Niko's characterization, the interactivity with the city and how much more lively it was (even compared to Los Santos), and the frantic gunplay diving into cover and ducking behind trash cans and cop cars..
IV is such a fucking treasure.
I really enjoyed GTA 4,mostly because it doesn't play like a GTA game.

It's the best in the series. The grittiness really gives it a special touch and grounds it, compared to the oh so self ironic sequel

Mine was the first time I played the bankrobbery mission there was a downpour, so I had an intense gunfight through chinatown as the rain crashes down on the neon lit pavement
I like IV. But for me, it's really out of place in the series in terms of story, character, and atmosphere. The entire premise of the GTA series is absolutely absurd in every way. You can have gangwar shoot outs in the street with no mask on and no one will bat an eye if you can outrun the police for 30 seconds. They'll even say high to you on the street literally one minute after a giant gang war mission, as if nothing ever happened. Where IV went *wrong* is that it tried to be too 'realistic' and 'moody', and it just felt off given everything else you're doing. It also isn't funny. By comparison, the satire in San Adreas, Vice City, and V hit perfectly every time, and is unironically more subtle. IV's isn't very clever or funny and that's unfortunately by design. I don't want random girls calling me on my phone, going on dates, going upstairs for 'coffee', going to a computer lab to check my email etc. Lmao like wtf? You're a sociopath, it makes way more sense to bang a prostitute in your care in an alley like in Vice City, SA and V than to have a serious relationship with someone. I don't want a life simulator, and if I did there are games that do it far far better than GTA.
IV to me is a fine game, definitely a good game, but it never felt like a true GTA title, and therefor I got bored of it in 30 minutes. Some might prefer that style, but it's story was too out of touch for the rest of the game, and frankly wasn't very interesting. I'm convinced anyone who says it's the best in the series are saying so solely to be contrarian. After replaying it recently, especially after playing V, it's flaws become much more apparent

Mine "the got it right guy" is whenever you have to go kill Lenny Petrovic in "Final Destination". Early mission for Faustin where you have to go to the subway in Bohan and murder him. I remember it was just around dusk, with a cold fog covering the streets. I ran up and shredded his friends, eventually shooting him as he tumbled down the stairs right where his Banshee was parked.
After quickly nabbing his Banshee I sped back to Broker, heading toward the highway bridges back as the rain broke and began to pour hard down on the streets. As this happened '1979' by The Smashing Pumpkins came on, and listening to that while reflecting on the murder that took place, with the adrenaline still pumping and receiving my call from Dimitri about how this was REALLY bad.
I'll never forget that.

Cover shooters are for retards and fuck R* for killing any kind of fun in the franchise. No gang wars, no rampages, just a boring slav that kills thousands of people to avenge the death of his village friends.
Some of the missions were fucking atrocious. Like the white guy beating his ghetto trash girlfriend or the invincible biker chase mission. Just padding and lazy coding. Niko was the true villain in that game. And he did it all for his fat fuck of a cousin that would turn on him at the first chance.
