The greatest videogame character in my opinion is Cloud Strife. He was an arrogant First Class Soldier who turned out to be just a beta male Shinra grunt trying to impress his neighbor.
But when you look at female characters that people consider great (Tifa, Chun-Li, Samus, Lara Croft, etc.), they have absolutely no personality, no character development, no character arc, no meaningful dialogue (if they have dialogue at all), etc., they are objectively trash as characters and are only liked as fap material.

Is there such a thing as a great male character? Cloud is probably a better male character but he's not really that good. He doesn't really have much of a character arc himself that happens during the actual course of the story and he's mostly quite dull.
Lara is bland and if anything going on with her can be called development then it's rather weak

Iconic doesn't mean deep. Sure, she was written as being well educated, strong willed, etc, in the manual (and thereby books), but none of that mattered in the game outside skipable cut scenes that didn't matter. Game-wise, she didn't develop as a character until Legends.

This game was shit and Samus still shows her personality in the other games too, especially Fusion and Prime 3.
Just because you're an hyperactive child who can't follow a story/character without being directly fed with plot in cutscenes, it doesn't mean the character isn't written.
I don't think I've ever hated a video game character more than her, and I think that's a credit to the story of Nocturne.

If I wanted to demonstrate that Samus has personality I wouldn't point at that mess. With a few exceptions where she talks/narrates, Samus shows who she is by body language and actions alone.
