If you play at 1080p there's no point in looking a 4k requirements. You could use DSR, but it's garbage since it fucks with your steam overlay and your mouse's DPI. Unless you play at.. let's say 1500DPI and your mouse supports 3000DPI I wouldn't recommend using it.
A 1060 6GB can play 4k, but not maxed out 60 fps. Either settle for 30fps or slightly more on high or drop it to low-medium for close to 60 in most cases. That's for newer games. You can run anything released before 2015 at 4k on a 1060 3GB, aside from 1-2 maybe.

Resolution is just more detail in the end while higher refresh rates are diminishing in returns.
Look at it this way. Going from 30 to 60 fps you're going from 33ms per image down to 16ms. Now, going from 60 to 120 you're spending 200% of the processing power you needed to go from 30 to 60, but only get 50% of the benefits (16ms to 8ms).

980 is like a 1060, so if all you're doing is 1080p60 you're still absolutely fine. If you're aiming for more than that, at least consider moving two tiers up, so at least to a 2060 Super/2070, or Vega 56-RX 5700 if you want to go red.

980 is more like 1070, 1060 would be 970
and I say it's plenty enough for now, wait until the next gen of cards comes out and get 2070/80 for cheap-ish

980Ti is the closest one to the 1070, they have very close performance. 1060 actually gets better framerates than 980 now if I'm not mistaken. Haven't looked at benchmarks in a while, though.
