Unironically because all the soul left. Kirkbride and Rolston were behind basically everything good and they left after Morrowind, leaving only pencil pushers like Todd. Which don't get me wrong, guys like Todd have to exist and they have good things to say about his morale efforts, but it's clear from interviews about Morrowind that he was against basically every choice that made it great.

Todd let the devs go nuts with their creativity and when he tried to hold them back they tricked him into letting them do what they wanted.
Then leads changed and the new guys didn't have the same style and vision.
