i usually do reload speed first, stream of shots is more consistent when you do so you can constantly lay down damage

Slow firing weapons like sniper rifles that expend ammo gradually actually benefit more from reload speed and being able to refill your mag. These weapons are designed to be precise, not fired off in quick succession over a distance largely due to the recoil. Assault rifles, pistols, generally reload at a serviceable standard rate since bullets are expended more heavily, increasing firing speed in turn also helps you reach the next clip faster while dealing more damage to targets. It all depends on your weapon and how you're meant to use it. This is why Borderlands needs to change its badass token system. Give players more customization options to suit their playstyle instead of blanket upgrades.

This depends on the magazine size. A weapon with a tiny magazine will probably benefit more from less reloading time, but a weapon with an exceptionally large magazine or a weapon that is belt-fed with a long belt of ammo would be better off with a faster rate of fire.

This is a common problem in Mann Versus Machine. The secret is upgrading both at the same time. Reload speed first, then firing speed. You need both or else the effects are diminished.

On the plus side, having both means you don't need to worry about clip/magazine size, and you need only worry about ammo capacity. You can also upgrade raw damage, but it's not worth it until you get alot of cash. It's the only real way to beat Caliginous Caper aka Ghosttown.
