Could mean that the controls are tight meaning the characters respond to your inputs immediately and either have little to no recovery or cancelable recovery. Could also mean that the game design itself is tight meaning that everything feels planned out and deliberate and there's little to no underused or superfluous elements in a game.
How does any term mean anything? It's just how people used it, same as with floaty which means the opposite of tight when talking about controls.

The game is hard, but controls really well so it all depends on your skill. Look at Cuphead. Lots of different attacks moving around from the bosses, but Cuphead moves quickly enough to dodge them. Between his running, jumping, and dashing, his movement is good enough that if you die, it's your fault, not Cuphead's for not moving fast enough

"Tight" means "responsive" because what you do with the controller feels *tightly bound* to what your character does. A puppet with loose strings responds poorly, a puppet with tight strings responds easily.
"Tight" means "nice" because that's a regular-ass colloquialism, not even related to games. It's dated, but "tight" means "good". Technically.
