I heard that all pokemon arcades have limited number of pokemon which each have only one-two moves unique to them. It's just easy to give decent animation to single move for each pokemon.
On other hand you get 800+ pokemon (or 1000+ if include all forms) that can learn more than just four moves. While I would much prefer if they could remake models so that they look more lively and have better attack/hurt/faint animation enough to be different from XY models, I think I kinda understand why they don't do it. They just can't delay the main games because all money come from merchandises and anime. Gamefreak was halved to work on Let's Go and Sword/Shield at the same time for some years soon after Sun/Moon were released.
You can't get it work, so don't even try.

But pokemon company existence is merely to handle the franchise instead of Nintendo themselves being the Pokemon company.
