Rockstar is weird; ever since GTA4 they've had a strange obsession with controlling how their games are played with little rhyme or reason. A lot of their decisions I can only conclude were made because people were having more fun than Rockstar wanted (like patching out the horse spawn exploit in story mode - why the fuck go and fix that but still to this day ignore actual bugs?)
