I recommend downloading EoSD through HSiFS, trying each one for a bit, then seeing which ones you like and sticking with them. It doesn't all have to be at once, but I feel that's the best way to try and get into the games. Out of all of them, EoSD, PCB, IN, MoF, DDC, and HSiFS would probably be the most suitable entry points.
If you're looking more at lore, then read the mangas. Go to the Touhou wiki if you want to learn more about them.

There is not much lore, not too much dialogue, but some of the characters are pretty fun.
I'd suggest you start with the 6th one: it is the first game for Windows, it is sort of a soft-reboot, and it is fairly "easy" without any crazy game mechanics. The order you play them in really doesn't matter that much (no lore), so I'd recommend starting with some of the easier games.

You can pirate the games from Moriya Shrine since they're all there (and ZUN really doesn't mind if westerners do that), but there are some games that have been released on Steam very recently. Ten Desires, Double Dealing Character, Legacy of Lunatic Kingdom, and Hidden Star in Four Seasons, as well as some of the sidegames.
