It's 30 fps even on the PC and super low poly.
IMO there's no reason to ever play an earlier GTA game. It's like the sports games, just play the latest.
Only the PC version, playing it right now on my PS2 and it looks horrible with a lot of framerate issues and shit dds.
Try the multiplayer mid SA-MP. Its really fun

i don't recall having any physics issues at 60fps outside of a few missions
Emulate the PS2 version on PCSX2 in HD.
All later versions downgrade the atmospheric haze effects (which rely on the PS2's fixed-function hardware) and color grading of the original vision, and the newest versions lack most licensed music.

This if you actually pay attention to what's going on in the world of GTA games SA is still really playable, it helps that the cars don't feel like they are floating like in V too.

stuff like swimming or using any water based vehicle becomes almost impossible, sometimes when you climb low walls it will instantly kill you, plus a lot of other minor things that quickly adds up, the game is definitely playable at 60 fps but some missions where you have to be on the water you are better off turning it off

For the most part yeah. The PS2 version has a lot of FPS issues and the gunplay can feel pretty clunky although not so much as GTA3 or VC. SA lets you lock on aim and move while aiming with most guns so it helps mitigate that a lot where as in previous games only some let you do that. This issue pretty much does not exist on PC because of free mouse aiming. PS2 version also runs pretty poorly.
It does cause problems with the physics but running at 60FPS it's not noticeable to most people since it doesn't mess things up that badly. I recently played through GTA:VC and I only had to lock the framerate maybe two or three times across a 100% playthrough. The problem arise when you uncap the framerate past 60FPS on modern hardware. Modern PCs will easily run the game in the 200+FPS range and at that point cars will barely move in reverse among other problems. Someone is working on a patch that currently fixes a few of those problems but it's still a work in progress.
Check points are shit. You don't understand the consequences of your actions little zoom, Back in the day the game would mock you if you failed and you would have to drive all the way back in shame to restart, It teaches you not to fuck up.
In the HD games they hold your hand through out the story with checkpoints, And in V they let you SKIP the fucking mission if you die over 3 times. Like it's babby's first game.

It's not like most missions were lengthy either, by the time they start getting harder you will probably have enough houses so there's always a save point near you.
To further this, The HD games are like playing a movie. All memes aside, Each mission is like directing a scene, You fuck up and "Cut!" Redo it again, No biggie. However, In the 3D games you fuck up and tough shit mission is over, Ends on the spot and you are back in freeroam, No load screen. It actually feels like a game, And at the same time more realistic.
This problem has only gotten worse with RDR2. If your "acting" fails and you don't stick to the script, i.e going off path for a few seconds, etc. Instant failure, Do it again. The success of the 3D era really went to Dan's bald head, And now he thinks he some big shot movie producer, It was always his dream.

Pretty much this, the reason a lot of people get tired now of the formula R* uses for their games it's because they didn't bother to improve it or keep it the same but they actually went and made it braindead.

Somewhat, but it's an acquired taste. It has none of the quality of life improvements from the newest Rockstar games (or just video games in general) so, like all older titles it will have an adjustment period. The game is pretty fun on PC, but only with the downgrader patch. That's as "vanilla" as you can get in order to make the game playable.
Never played it until 2018 and it became top three instantly. Totally renewed my sense of wonder in video games and answered the question of “am I getting old or are games getting worse?” They’re worse.

Devs cut and change a lot in this mission.

There is a lot of shit like this throughout the whole game.
SA has some details that up to this day amaze me, a lot of assets are more used in MP mods

I honest to god wish pc ports weren't so fucking bad, it's either the fps is tied to physics or you need to install mods just to play it smoothly
Freefall was the one where you had to fly a plane, align it with a jet in mid-air and then get from the plane to the jet
The worst thing about it on PC is that the rythm minigame is tied to OS uptime. If you haven't powered off your computer in a long time or use fast boot option on W10, it's going to lag horribly.
