I'd say Redguard culture is definitely based on the northernmost Sub-Saharan African regions that were Islamicized like Mali and Kanem-Bornu, what with their being black people using Arabic-looking armor and weaponry and living in very clearly Arab-inspired buildings. Bretons are pretty clearly Britons too, I mean fuck it can't get more obvious than that.
The analogy breaks down when you get to the non-human races in TES though.

The Altmer don’t have ancient heroes named Gaiden Shinji, and look up Murkmire. LoTR plagiarism aside, no, Imperials have Greco-Roman, Slavic, southeast Asian, Caribbean, and Japanese influences, some are obvious due to proximity to other races and being ruled by foreign ones. There’s nothing “gypsy” about the Khajiits, they’re playing the role of old world arab spice and silk traders, way back before the Americas were discovered. And the most well known Khajiit trader is literally called Saad without the Ri’ honorific. Bretons are both Anglo and French, as shown by their naming convention and their rivalry back in High Rock. The Redguards are the most not-Japanese rage on Tamriel, it’s all in their warrior culture, lore, and naming convention. Only the Tsaesci would give them a run for their money on that regard.

There are Colovians with names that end with “-lav”, and Skingrad exists. Murkmire. They dress like Aztecs, live like Aztecs, and have an Aztec cuisine and supernatural myths. Kinda lazy, tbqh Orsimers were shown to dress like Samoyeds and Mongolians, like throat singing, and their armor looks Turkic and Mongolian inspired.

Until Bethesda does their take on the regions they haven’t visited yet, it’s better to take Zenimax’s input as a consideration. At least they explain mundane lore and touch up more on topics Bethesda mentioned only once or twice, like the Reman Space Program.
