I don't really understand what you're talkin about. Games are only going to continue getting more open as technology advances. Making a correct open world game has only shown to make your product more successful and bring in bigger revenue. Look at breath of the wild becoming the most successful Zelda game of all time. And of course all of Rockstar's open world games. Watching Red Dead Revolver go to what Red Dead Redemption ended up being showed major success for the IP.
But looking at games that have come out this year I don't really see a influx of open world games that a lot of people here are desperate to say is happening.

RDR2 had an amazing open world with awesome sim mechanics that every open world game should look to for inspiration.
BUT.
RDR2 is also a heavily scripted piece of shit and the sim and open world elements literally don’t matter to the full game and may as well be a tech demo. I hope we get more games like open world RDR2 and less games like mission RDR2.

I guess you need to ask yourself what are you wanting out of the game? In order to feel like you're fulfilling something in a game do you need a progression system? Major stat changes in your character to make the game feel like it's different regularly or something? Because a rockstar game is an action-adventure open world; with a narrative that you have to be engaged in to enjoy fully. There's no deep RPG system.
In 2019/2020 if you're asking for $30-60 million for a game investors want a MAJOR pay back. What they were doing before wasn't selling.
