Why should I play this instead of Total War Rome II?
I have yet to try both.
Get Stellaris. Theyve fixed so much, and its now a great game. Only downside is sectors blow, I miss the old "draw you own sectors" mechanic.
How hard would be to make a Grand Strategy game from scratch? I love the genre and would like to try and make something

recently started playing HOI4 again, wanted to try the new expansions and patches. Found out they somehow managed to make the game even worse. Also realised how it is a slow time eating turd. How the fuck did I enjoy this kind of thing?
try to get a land connection to ming after they push through a reform and are weak. once you pozzed them with negative mandate they still explode.
What other grand strategy game that is not:

Play neither.
in EU4? play one of the big guys, always keep positive relations with the ashikaga shogun, invest somewhat in a navy, break the bank and play aggressively early on so you aren't as dependent on allies. save the shogun for last so you don't get independent daimyos getting tributary'd to china.
