Convenience of payment. Asians (not just japan, but especially japan) don't use debit/credit cards as much as west does which makes using online services that don't provide alternative payment methods a huge pain in the ass.

i don't know any specifics about this, but contrary to general impressions, japan is surprisingly "backwards" or "primitive" in some respects. for example fax machines are more prevalent in japan than the west and they still use flip phones. if it aint broke, don't fix it. what they do works for them and they're a nice and functioning 1st world country. they're just behind on certain things.

Japan is still a very cash-based society, most people prefer physical transactions if possible. I usually buy steam cards too, it stops my backlog from getting bloated.
