I never claimed they didnt.
They had the best army of their time up until the 4th century. But their real strength was their culture.
Romanization is one of the most effective processes I have studied. They could take a conquered people and make them want to be roman. Add local gods to the Roman pantheon and even claim they were Roman gods all along. Ally with local tribal leaders, encouraging them and their sons to study Latin and act Roman. They could not only defeat barbarians but afterwards truly civilize them and make them Roman. Caesar's Legion has a bastardized version of this whereby they wipe out all culture in favor of blind devotion to the army and its general. Nothing to replace the barbaric culture. No higher learning attained.

Of course Rome as a society more militarized then our present one. Can't serve in the senate without having done duty in the Legion and freedmen of any origin could become legal Roman citizens by serving a decade in the legion. But it works both ways. The Roman Legion itself was heavily tied into the culture and politics of Rome. Caesar's Legion in NV lacks any of that. They are devoid of culture or learning. They lack civilization. While the true Romans were the height of civilization.

Finally, let's look at technology. The Romans were also leaders in technology with so many examples of their brilliant engineering. But this technological aptidude extended towards the legion itself. The real-life Caesar's greatest accomplishments were aided by the Roman Legions ability to build efficiently. Building the first bridge over the River Rhine in a week and then demolishing it upon returning from being the first Roman general to set foot in Germania. Building two sets of walls at the battle of Alesia which saved him from annihilation at the hands of the Gauls. In contrast Caesar's Legion is disgustingly anti-technology. The majority wallowing in their ignorance and filth. Hypocritically, Caesar ignores these rules.

NCR. I don’t get the insane amounts of hate. Yeah they have problems but they’re not trying to be perfect, they’re just trying to build a decent democratic society with rule of law. I think they are absolutely the best choice for the future.

New Vegas is my favorite single player game but something that really, really bothered me is that the indipendent ending forced you to send New Vegas in chaos and anarchy, even if most good karma Yes Man players would make some sort of law to keep shit civilized.

Well the game's an RPG and i wanna roleplay that my character made New Vegas an indipendent state that flourished as it wasn't suppressed involuntarily by the NCR, making little towns trading hubs while Securitron patrols manage to keep gangs in their little shitty caves

Slof's Jagi armor from the Nexus. There's a Hokuto Shinken mod but I don't remember where I got it. You can customize to make the ATATATATATA and perform certain techniques like Raoh's Iron Palm Blast. Definitely worth checking out - HnK is totally in keeping with Fallout's moorings.

Maintain good relations with NCR while keeping Vegas independent, use money from NCR citizens to rebuild New Vegas fully with foucs on technological advnacements, fund space exploration and leave behind the radiated world. It would take centuries but he has that much time.
Unlike the NCR, he will live to see that plan come to fruition. The NCR is too corruptible, even the best men among them will eventually die. House cannot die.

Until the courier dies of old age and leaves behind a power vacuum. In a House ending his position is unfuckable. The securitron can guard New Vegas well enough and the NCR's own citizens would never support a war against New Vegas as he turns it into the city of their dreams (while not being beholden to their government)

centralizing power in a single authority is always dangerous. in an environment like a post-apocalyptic Nevada House, NCR, the Legion, any central authority could never claim to have the answer or solution to everyone's problems. individual knowledge of one's situation and the autonomy to correct said problems is the ultimate solution for the wasteland. Goodsprings is the ideal, a community of free individuals who are grouped together for their own safety with no authority.

Man it would've been great to have a larger map with some actual Legion territory that you could visit.

Cottonwood cove would have been a fine start. Give some more stuff around legion camp. Show them taking over a farming community and boom. Could be relatable.

The positive side of the Legion is that they provide law and order better than anyone else. Legion justice is absolutely brutal but they do an amazing job at policing the territories they control, letting both traders and civilians enjoy a life without raiders or anything of the sort.

If Ceasar wins and he lives he rebuilds the Legn around Vegas and ironically becomes more stable than the NCR in the long run but continues to be a brutal dictator albeit a slightly better one. Without him though Lanius tries to invade the NCR and ends up in the reverse where he gets slapped by the full power of the NCR on their home turf while he overreaches

Well a steel plant could be just one small part of a developed industry. Gun runners already have a small factory. Could expanded. A canning/bottling plant could create preserved food to trade. Some water from the dam diverted could produce crops and support brahmins. Really doesn't sound that bad.

Clearing them out would be a easy task with the trade deal with all of the those small factions, Boomers and Enclave tech provide bombing runs and cover fire and not to mention enclave power armor the follower can make medical gear. while the gun runners can provide serious firepower and melee weapons all that is really need is man-power which defending the roads and helping the poor communities around New Vegas goes a long way to fund the hunting company

You can find terminals dotting his lair that reveal the dubious successes (read: mostly failures) of his cloning experiments.
