Starcrafts is already a mod for sc2. All the designs were made by Carbot, who has been doing them for years. This probably took a month and cost them 1000$. I wish we had a new starcraft, but this isnt really "taking resources away" from creating a new game in a dying series

We have had a very slim amount of Starcraft related content in years, no new announcements and certainly little hope for Starcraft 3 or the various spinoffs that have been hinted at over the last decade. Did you ever use map maker? All they would have to do is make custom brushes, and the maps would make themselves. Not like they had to remake each map by hand.
