not necessarily. you want hollow points to have a lower velocity so they mushroom properly and fully dump their energy. a higher velocity ball round of the same type would leave a smaller cavity and more prone to overpenetrate, wasting energy.

Basically, instead of it sounding like a gunshot at 100+ decibels it reduces it down to 70-ish so it could be mistaken for a door slamming or something. They don't make the gun go "Pff".
