Minmax her gun shit by stacking it all. Keep amrita shower since it deals with annoying status ailments. Don't bother with heat riser or shield skills. Her psi skills are also good but you won't have much room left so you'll have to sacrifice something.

Well you could count the girls not in the party out, and if you're going with the idea that the weapons used in palaces and what not are fake, I think makoto would win. Fake or not if she would have built up strength from punching enemies. where as ann would have a whip which would maybe not have any real capacity to do damage (I'm guessing that there's no metal or whatever at the end of the whip, and would be a fake one that would still hurt but not tear the skin.) Haru could probably swing a bat pretty good but I feel like she doesn't have the mentality of a fighter. also futaba's a neet and could die from a stiff breeze. Then again I guess Ann could have a real whip, as I doubt there is any laws against that in japan. Whatever I'm done with my weeb streak for the day.
