It's a competent hack-and-slash that takes inspiration from (and in some cases rips off) Bayonetta but is dragged down by every mobage bullshit mechanic you could think of and the dozens of menus associated with them. Only worth playing in small bursts to get through the core campaign.
This. If they just put all the content into a single-purchase game of like $10-15 with no micro or grinding or any other bullshit then I'd probably grab it at some point.

Yes it is, get your head out of the anime tits. It's very bland, I played it for a while with Blood Rose and she was so broken that I just had to get my ult and could wipe the mission by spamming attacks without dodging before dying. That's not good gameplay, every mission was the same.
