I've heard there are some issues with GTA: SA's Steam release, like it's missing a patch or something.
Homeworld Remastered is good but also has some issues. It uses the HW2 engine and physics, so HW1R uses HW2's difficulty scaling. Scuttle/retire some of your army towards the end of the mission in the later levels and you should be fine. It looks gorgeous though.
$22 for Dark Souls 3 Deluxe. Is it worth it?
No not essential, but Mass Transit, After Dark, Industries, Green Cities, are my favourites.

I tried a bit of it. Very solid if a little weird for a War Game. I went in expecting something like Advance Wars and got a procgen puzzle-ish strategy game. Price is better than the last time I saw it on sale but up to you.

Awesome game; heard the port's shit but that's because they ported the Mobile version not like the PS or DS one. Or even the original SNES version. That being said I'd wait for a better sale price or for it to go in a bundle. SE's shit on Steam sales but the games do get stuffed into key bundles on the occasion. This is also a fairly old title for RPGs so no sense in shelling out good money for a mediocre port unless you're getting more games out of the deal.
The rest I never played so no opinions on them one way or another.

Blood Bowl 2 is $5, or $15 with all the DLC. I love this game and have to recommend it.
I figured I never actually explained the game throughout the sale, might as well. It's a turn based strategy game, where fantasy races from the warhammer world murder each other while trying to take a ball into an endzone, all themed after a bastardized american football. There's a lot of fighting against RNG, but it's a really solid strategy game, and outside some crazy unlikely plays, the better coach usually wins. The singleplayer is good for learning the game, but the AI is not really good. The multiplayer is still alive, but there are lots of player-run leagues. Like the Yea Forums league. It's an actual rogue-like, with the job system from FF, monster capturing mechanics, and the item world mechanic from disgaea.
I tried Raft back when it was still just a beta demo off of Itch.io. It had a nice start although I'm sure its a lot better now.

It's a 2D platformer shoot-em-up that has finally received a long awaited translation and release. Sadly a lot of the sizable cast is behind backer codes you have to use to unlock the mechs. That are only usable in vs multiplayer. The promised modes that are missing are coming according to devs at least, but despite the hiccups it's still pretty great.

Yes, ZoE is actually on Steam. It's a 4k port that offers a good blend of melee and ranged combat in a tight story driven chuuni package. Also has barebones VR support for a cockpit view. The game has general audio problems such as it totally dropping out at times and a bad english VO with no Japanese option. The controls can be a pain, but if you want a nostalgia trip it's decent. pic related

Basically the unintentional unofficial spiritual successor to Custom Robo/ Virtual On. It boasts quite a wide selection of customization options and tech to learn. It's an early access game however and the online multiplayer is regrettably somewhat buggy and empty as a result. The offline gameplay takes some getting used to, but it shines in duels once it clicks. The team is very active and apparently working on a story mode for more single player content. Also its got a free demo (a little outdated for what's in the game now though).

It's a slightly more simplistic version of Project Nimbus with a bit more focus on melee elements more or less. Customization is sort of lacking here too, but for a grand scale mech warfare game with some great graphics you could do a lot worse. Devs are still decently active with QOL updates.

A collection of 5, yes FIVE shoot-em-ups and shoot-em-up platformer hybrids if you're looking for an arcade styled game fix this season. They're simple and quick if you want to pick something up and blitz through a game every now and then for fun. Overall a pretty nice deal, just be warned not all of them have controller support.

No reason not to get it at this price. Character can be hard to see at times however and some may find the controls odd.

I've only played Nioh, and it's pretty great. Once you get used to the differences from Souls games, it's considerably easier, but still feels pretty rewarding. Even has a second campaign after the main game that was released with the base game in addition to three fairly large DLCs.

You'll love Pharaoh Rebirth+. If La-Mulana is the NES or really oldshool PC platformer, Pharaoh Rebirth is the Genesis rival. Different level system too, more episodic/level than straight Metroidvania but you can revisit the levels when you have things you didn't at the start.
So maybe its more the Genesis counterpart to one of the Wario Land games? Either way I loved it.

Honestly the first reboot was OK. The QTE's are dumb but it's pretty alright. Once you start exploring everywhere it kinda feels like a collect-athon. I'd say only get the first reboot and see if you like it since it's only 3 USD right now. Only get the basic version since the multiplayer is shitty and dead, also the skins are worthless.

Can't really speak for the others, but Victoria 2 is excellent IF you get the two DLC packs for it (A House Divided and Heart of Darkness); there are some critical bugfixes and new mechanics included in those.
Would also recommend getting one of the overhaul mods. I am fond of the Historical Flavor Mod (HFM), which not only makes the game look better but also rebalances it and fleshes out both historical and alt-historical options.

Mystery Dungeon has always been a very watered down, heavily consolized Japanese take on roguelikes, particularly notorious for its laughable map generation algorithm that only makes rectangular rooms joined together by corridors. If you've never played roguelikes before or depending how much you value presentation you might enjoy them.

similar to terraria but less focus on killing monsters/bosses more focus on building and exploring.
Starbound is... not terrible but during development they took out a lot of interesting lore stuff and actual differences between player races beyond armor designs and themed items.
Mods help flesh out the game a bit more by adding more interesting content but as it stands if I didn't have it I'd get it as part of a bundle rather than buying it on sale.
Its a fun game but after a while it can get very repetitive.

Price wise these are terrible and at least Total War is out of your range since you have $28. This is before you even start to add taxes to the price.
Gameplay wise these are solid, although I'm not sure on PoE2 or the Total War games.
If you're looking for CRPGs or War games that are more affordable, might I suggest Shadowrun, UnderRail, Valkyria Chronicles, XCOM, an NIS game like Disgaea, or pretty much most RTS or 4X games?

Please for the love of God play Terraria. I mistakenly bought a four pack of Starbound for me and my mates after coming off the high that was Terraria and was utterly, utterly disappointed. I don't want to subject anyone to that experience if I can help it so just play Terraria instead. I don't know what brain worm crawls into some user's heads, but the general consensus is Starbound sucks ass and has no purpose for existing in a world where Terraria exists.

Most are good picks. Slime Rancher doesn't really have much depth you'll quickly get bored. Yooka-Laylee is pretty mediocre and has been cheaper on other stores. Do you play on gitting gud in DBZF or just getting it as a DBZ fan because some of the characters are DLC locked. Sekiro is a single player game that isn't going anywhere so unless you really really want to play it now just wait for a price drop during end of the year. No opinion on Heart&Slash since I haven't played that.

I'm still pissed that //IMOQ didn't get the remaster as that series was earlier in the PS2's lifespan but you'll be getting 3 and a half games/discs worth of gameplay for about $13 so that's very good deal.
But fair warning: its a third-person solo/party dungeon-crawler ARPG with an unusual magic system designed to feel like you're playing an MMORPG. You're running around in levels generated by keywords (and they do actually affect the map you're placed in) but its not exactly ProcGen as the levels don't change upon re-entering them.
//GU has a lot of extra stuff (and edgy as fuck assholes) that IMOQ didn't but that's because the fictional MMO it is set in got its servers massively wrecked. Like there's a battle arena, guild shit, and the classes are different.
Certain levels in the game are unique and some are reserved ingame for the plot. There's also an ingame email and forum system that serves as plot event flags, NPC rumor mills, and getting new NPC party members.
There will also be things calling back to //IMOQ and the anime (and a lot of other stuff in the franchise) but you do not have to had played or watched or read any of it to enjoy this. At all. It just helps clarify a few things.

Its a while away but for example I spent $15 and got XP, VXAce, and a fair number of games. I also got VX and I think 2003 but I gave those to friends.
I think a more recent bundle went up to about $30 but remember it having MV.

It's fine but it's a slow-paced game where you track animals or lie in wait as you ready your gun. The dlc apparently has mixed opinions according to the review section. I bought it after refunding Maximum action.

They're cheaper through key retailers. Also NV and FO3 are better than FO4, but from what I remember FO3 doesn't run well on modern systems so you'll need either the GOG version or to run it through an OS emulator.
Of the top of my head the big name AAA games you're missing Batman Arkham, Shadow of Mordor, and Dark Souls.
