The UK is hardly tiny. It may not be the biggest country in Europe, but it's still a substantial area with a bunch of people. Their focus on the navy made it possible to have numerous overseas colonies and defend them from rivals. They have large amounts of coal and iron and were the first nation to industrialize. They could make more stuff for cheaper and the only way for home workshops in continental Europe to compete were through tariffs or embargoes.

I think it also doesn't help that the primary GSG developer, Paradox Interactive, really fucked up with their latest titles. Imperator Rome is mana-button: the game, Man the Guns tanked performance on an already CPU heavy game, and CK2/EU4 are nearing the end of their lifecycle. The problem is that, despite the critical failure of Imperator, they've said that their future games are going to follow a similar mana-centric style.

Generals can't really continue if the topic they exist is dead in the water. It's a shame because I like the genre, but we're a long ways away from the glory days of HoI2/EU3/Vic2. And the dark backalley that is the mana-centric design pillar isn't promising in the slightest.

More or less, some were closer to mana like diplomats, others you just allocated to different fields like the merchants.
But most importantly, 95% of the mechanics weren't tied/bottlenecked to them. In a way the mana system helps balance tons of systems but it also makes the game awfully boring and simple.

Imperator managed to be even worse than EU4 to be honest. Instant CBs, instant culture conversion, instant religion conversion, barebones trade, no event flavor whatsoever, no politic mechanics between Optimates and Populares whatsoever except for civil wars that barely work, ONE CONSOLE OF ROME on release (they'll patch it later but we all know it's gonna be barebones) and almost non existent AI that literally won't attack you in some circumstances.

It's almost like their new female(male) CEO said they were gonna focus more on mobile like games.
