I'm guessing now that you don't have to worry about conforming to a palette and dithering VNs just stuck with being fully drawn.
I've been using Aseprite and its made for pixel arts.
But you can use any other program, just by opening a low resolution canvas like 200x200

I know nip, but PC-98 isn't really something I'm into. I can play loads of shitty VNs with full voice acting these days.
Some old games hold up, but most of the PC-98 library is just basic porn shit.
