There's also the fact that ZUN has been pretty against working with big companies, although that's changed recently since he started using Steam to officially release Touhou overseas.

She would also not be simple to create in Smash in terms of moveset and mechanics, because just making her a projectile spammer wouldn't fit with the game, although it wouldn't be overly hard to fit her in given the fact that ZUN's own fighting games give every character including Reimu plenty of melee options.

Considering the reps for Ultimate thus far sans Incineroar, The Plant and the Echo fighters. Ultimates primary concern thus far has shown to be crowed pleasing.
