Exact breast measurements or cup sizes are meaningless when it comes to most anime or anime games. Such as FF7. This is a completely normal thing but it's understandable for people unfamiliar with how i this works to be unaware of it.
The artists and designers don't actually go around finding models and measuring them to make sure the designs they create properly reflect those.
First comes the 2D art and then comes the 3D model.
The measurements are just trivia facts thrown out there.
The characters weren't based on those measurements and people who played the game didn't look at the trivia stats, they looked at the characters in the game and the art.
By all measures, all portrayals and by everyone's perception Tifa's breasts were huge back then. That's the reality of the character.
What's written about her pales in comparison to all the things that contradict it.

So even with a more realistic approach their current size does not match their true size.
It comes off as more of a retcon than and adjustment to match the style.
Granted this isn't new because they do that to every version of Tifa since the original but every time they do it we get this same kinds of discussions.
Except those weren't actual remakes of the game so they didn't matter that much.

It's a way to give us an implied big breasts Tifa while still showing a medium breasts Tifa.

Well she has been designed to look objectively good. Even her flaws are flawless because they were made by someone who was specifically going out of there way to craft and place them.
Real people don't look this good close up. It's uncanny. I doubt we'll ever achieve truly indistinguishable photorealism at these resolutions until we have software and hardware that can render skin at near enough the cell level and also "grow" it as naturally as possible.

3. She dies later in disc 2 (original plan I heard)

4. Via the Watchmen of Fate she has a presence after death that you won’t realize until later

That would shock me for sure. But it’s still critical. They could do the same beats with Tifa and Aeris swapped but it would be less good.

The solution to it being shocking, to me, is for Square play around with the idea they “might not do it”, and keep Aerith prominent in marketing like they did for the first game (and seem to now by stressing it’s “the story of Cloud and Aerith”).

And to develop on some character bits that were told rather than shown in the original which serve to make her a big part of the team, and so make the idea she will die more dreadful.

Referring not just to stuff between her and Cloud but with everyone. Like petting Red, chatting with Cid about airships, and so on. All stuff she is stated to have done when everyone reminisces in disc 2.
