No, that was just a horrible mistranslation. They're called ちょっと背伸びパンツ in Japanese, ちょっと meaning "a little" and 背伸び being a phrase like "To stretch ones back to make oneself look taller". It can be used in any instance someone is trying to something they're not. It means that she had sexy panties you wouldn't expect to find in a 15 year old country girl's panty drawer. The kanji though are just "stretch" and "back", and the translator didn't know it was a phrase, so he just guessed that her back had overstretched or something and this underwear was helping with it.
