I know a guy who used to be relatively close friends with Toby Fox, according to him he has always been a bit of an obnoxious prick but ever since the release and success of Undertale his ego inflated to unbearable levels and he has been pushing the vast majority of his old friends away. Needless to say they had a falling out.
He told me out of spite(since Toby wasn't supposed to disclose any of this at all even to his friends) that when the Smash team at first approached him showing interest in featuring Sans on the game he was freaking out because he is a Smash fan and it would be a dream come true. However upon reflecting he felt strongly about not wanting Sans to be the Undertale representative but he was terrified of completely blowing this opportunity by making demands. After days of arguing with his friends over his doubts and fears he ultimately mustered the courage to put his foot down and tell them that he was most definitely interested but unless they wanted to go for two different Undertale characters(Sans + someone else) it should not be Sans. They ultimately conceded(on using another character, not on doing two).
So yeah, expect an Undertale character but not Sans. I know it literally comes of as a friend of a friend story and I have no proof but it is what it is. Just remember I told you so.
I have a feeling its gonna be Asriel since it would be difficult to give Frisk a moveset(plus its a child holding a knife) and he is the most relevant to both Undertale and Deltarune

Its completely different. A sword in a medieval fantasy setting beating up NotOrcs puts it too far off in the realm of fantasy. Undertale depicts a mundane modern world kid murdering fully fleshed out benevolent characters with a common household tool.

If we do get an Undertale Rep in the form of NOT-Sans(I'm guessing Frisk) as OP claims, that would give an unexpected whole new layer of credibility and credence to the controversial Paragon leak from a while back. Welp boys After literal fucking decades He finally did it/and or had his chances raised significantly. For better or for worse. The only thing that would destroy it completey is if we don't get an Undertale rep at all, or we do get one but it ends up being Sans. But despite who gets actually chosen as the Indie rep, I can see an Undertale Rep happening regardless of who it is seeing as how Sakurai thoroughly played it once and its surprisingly very popular in Japan.

that said, if it's not sans, i think it would be mettaton. he has the most attacks and fight gimmicks coded into the game by far, he's not really a spoiler, and the japanese love him. he's also a trans character for those sweet representation points.
I think Toby wants a character that will equally represent Undertale and Deltarune equally and Sans probably wont have a big role in Delta besides a few cameos.

Sans is probably the biggest character Toby has in both games. He probably won’t play a huge deal in DR but he was extremely important in UT and that’s what Nintendo is looking for.
