Well, that's a symptom. The issue is that it's that 99% of MMOs nowadays have everything before the end-game be entirely pointless and non-consequential, so everyone just rushes past it.
I haven't played in a while, but I heard that lower leveled gear is more valuable now, specially epics which are way harder to obtain than they were years ago. So it means that the players have more of a reason to take their time while leveling and gather money so that they can buy their end-game gear when they get to higher levels.
What can the gameplay actually be compared to?

is it actually good for solo play and lore? I don't have the patience for an MMO where I have to coordinate with others right now, but a good tactical RPG in the world sounds fun.

I guess so, the game's max party count is 6, but you can play with 2 accounts each with a subscription that lets you play with 2 extra characters per account. However it'd cost you a good 20-25 USD a month for that.
The combat is pretty solid but caring for 6 characters, each with their own in-battle resources, positioning, combos, etc is rather hard.
Playing by yourself gets boring really quick imo.
the sandbox aspects ruined the game from the start. gathering/crafting is pointless, politics are pointless, ecosystem is pointless
Which begs the point why even have an 'end game' if you have to spend hours to reach it before you can actually start playing the MMO part of your MMORPG, then why bother spending hundreds of hours developing assets for a part of the game no one gives a fuck about.
Then you're just better off getting into a better game then.
The good part about MMOs is exploring the world with your friends, every MMO fails to do this because they cater to solofags almost exclusively until end game, but all this does is give people a 20+ hour grind to reach the MMO part of the game, while solofags get suckered into playing the game solo until they hit the brick wall that is end game, then they have nothing to do and quit.
Its a paradox.

Sandbox aspects of an MMO aren't bad, the problem is the lack of real goals.
In Wakfu it was another "Grind till you rank up to the next tier" grind, a good sandbox gives players a reason to go gather and farm materials and group up, such as territory control in EVE, or forming a village in Haven and Hearth.

Wakfu haven't got a big update in some months tho, ankama is just using all their resources on Dofus and honestly, is the best for them because it gives them so much money.

How it's old an archaic? It's basically the same combat as Wakfu. The ecosystem works differently for sure but other than that, they are basically the same game. Also as far as I know, they are porting Dofus to Unity so no more Flash soon.
The combat is a bit different and the UI is atrocious. It's weird how some of the mechanics work, such as stats (water elemental builds have an advantage by getting more loot for some reason)

Because pp is related to chance? That's how it used to be in Wakfu too. Heck, I played alpha Wakfu and it was basically Dofus 2.0 and that's what had people interested until ankama end up fucking everything and people went back to Dofus. I can kind of agree on the UI but hopefully it could improve in the new version of the game.
