Except for that reporter mission in 0 where he canonically gets, and accepts, a handgun super early in the game, thus pretty much proving he's totally fine with having one, and they aren't exactly nonlethal. The point is that he wouldn't kill civilians, not never kill anyone ever, and sure enough you can't shoot anyone who isn't hostile to you first.

No, and I honestly have no idea. The story says he's never killed, but he doesn't seem against the idea of doing it if necessary.

Uhh he got hit on the head after the highway sequence(s) and forgot about them. Also the canon option is no gore because the rubber bullets and blades only cauee blunt damage. The waiter was stashing ketchup in his suit from the restaurant and when he was shot with rubber bullets they popped.
