Make it open world where you're some low class luck hero trying to break your limiter but every fight has a timer where Saitama will show up and beat the enemy in one punch if you aren't fast enough, thus robbing you of powering up.

As I said in another thread, for me it would be perfect if it had 2 campaigns, one as Genos and the other as your own hero, and the one that ends up being stronger becomes a boss the other must beat

The reason why OPM was popular was because ONE was a good writer and Murata was a good artist.
S1 having good animation isn't what made it popular.

It's a fighting game, so I don't know if it counts as "proper" or not.

But Murata changes a lot of the story especially the whole Monster Association Arc, you could say he contributes even more than ONE now.
Prior to the anime only a few soles knew about the manga let alone the comic.
It was only thanks to the superb animations that it managed to take off.

Story in S2 is much worse, I didn't care much about the animation but the story being shittier is what killed it for me. For instance, the whole martial arts tournament arc made no sense at all, I expected something like Yu Yu Hakusho S2 but at a smaller scale, but we got shit instead.

it would only work if you never played as saitama or if its some kind of mosou where you kill hundreds of guys with one punch but even then it wouldn't really be anything like the show.

there probably is a clever concept that could be done, but i doubt whoever is tasked with making some cash-grab vidya adaptation of an anime will put in the work or care enough

Murata expands on the story, and he's always consulting with ONE before anything he does anyway.

Murata doesn't expand anything but the fights and maybe adding some fanservice characters like Mizuki, the story remains as ONE wants it.

Besides the whole fight tournament, Orochi, the way that the HA and MA got into their war with each other through the kidnapping of an executive's son rather than CE just randomly stumbling on their base while pursuing Garou. Nothing at all.

the only way to make a OPM game is when you actually (almost) never play as Saitama. Instead you play as Genos and Saitama is only a supporting character in the story. you get to have really intense boss fights, but this game will heavily feature this stupid trope where, even if you completely stomp the enemy in the fight, the cutscene will show you losing spectacularly, but Saitama will step in in the last minute and punch the guy, and all this humiliation will pay off in the final mission where you will finally get to play as Saitama and onepunch everything
