A divided Empire is a doomed empire. He haughtily presumed Titus Mede II had no intention of eventually fighting the Thalmor and instead of trying to galvanized the Empire against the Thalmor, he played into their hands and turned the Empire against Skyrim like a retard. Also Paarthunax wants you to kill him and realizes the Dov should fade gracefully into extinction.

He was an ASSET, not an agent, and this was before the Stormcloak Rebellion even started. He became uncooperative after he started to build his army up.

The commander of the Whiterun Guards is an Imperial, like how the commander of the Cheydinhal Guards was a Breton. The guards are Nords in Skyrim like how the guards are Imperials in Oblivion because their default voice had the most dialogue recorded. Funny thing is, Skyrim already has male Imperial guards dialogue recorded for Whiterun and Solitude, and Oblivion has a small amount of guard dialogue for ALL the races and both sexes, but Bethesda chose to hide both and not continue with it on other cities or further dialogue.

And nah, some mines are owned by orcs, and there’s that one in the Reach which is co-owned by an orc and an imperial. However, there are lumber mills owned by non-Nords all over Skyrim, but most (if not all) of them are Imperial as well.

He was a weak ass who was broken to confess by the Dominion when he captured them, and they carefully analyzed when best to release him and where to guide him so he does exactly as they expect him to act, so he’s doing their bidding without knowing it.

He was correct in wanting Skyrim to be free on the Imperials but absolutely wrong in how he accomplished it. He had Toryggs ear and was his friend if he asked him to leave the Imperials he would have. The problem was he wanted to throne more than he wanted a unified Skyrim. He can shout about his people all he wants but the bottom line is all he cares about is his own personal power. Fuck all that Thalmor agent non-sense. Nobody has power over Ulfric but Ulfric. He cares about his people but only after himself.

People in post-Concordat Skyrim still praised Talos in private, like jarl Elisif herself. Only after the stormcoon chimpout did the Dominion force the Empire to persecute Talos worship harder.
