I think the problem is Vampyr is the kind of game that NEEDS to be played hard so choosing between story or power actually matters, except it has a mediocre combat system so you never feel satisfied either way.

Pathologic tried something like that and was slammed for "brutal" difficulty. While Vampyr sold pretty well as far as I know.

I like how the NPCs don't factor in at all. Like when you are done with listening to their life stories and pet peeves, they just stand there for the rest of the game doing jack shit.
