Nvidia shield was an attempt at it.

The truth is that there isn't that much money in it and they have to compete with established brands. Nobody buys "a console" people buy xbox or playstation or nintendo-whatever, so they aren't going to hop on let's say AMD Next™, unless you can convince them with exclusives, which is going to be extremely expensive(EVEN BIGGER RISK). Furthermore there's a chance that some of what they'll have to do may fall under antitrust laws, and while these are criminally underused*, who knows what future will bring.

*then again Japan or Korea doesn't even have something like that and noone is complaining that Sony deals with everything from electronic design through real estate and insurance to being record label, so maybe, just maybe - as rarely as these laws are being used is still too often?

Don't compete with your customers.

Why bother? You have to compete with well established brands while being a literally who to 80% of the customers you are trying to attract. It would be the equivalent of if Jeep suddenly got into aircraft manufacturing.
