Anons are hoping she's playable in the DLC, but inti was talking about doing crossover dlc again, so we have no idea. Both isn't out of the question, though.

unfortunately you don't, but she will most likely become playable alongside the rest of the supporting cast via dlc
if you're a fan of the original then you should play blaster master zero 1 since it's a 1:1 remake of the original

Everyone is hoping for DLC soon mostly to have Kanna (and the other new pilots) be playable.
As for getting the game, I can't say much myself, but I believe the pc and switch version BMZero 1 are pretty interchangeable, though Zero 2 is only in switch at the moment. Both games were pretty well received iirc, the first Zero game is a remake/adaptation of the NES/Famicom game, so it should be a good point to jump back in
