Frame rate is mostly a design limitation, not a hardware one.
I mean, would you argue that the sega dreamcast is a LOT weaker than any of the current gen consoles?
Yet sega managed to push the lil box quite hard at solid 60 FPS.
You have to choose between using less details on the level and get 60, or shove details and get crippled to 30, and in many, many, many cases 30 FPS is chosen, specially because you can't see frame rate in photos.

But now with youtube giving you 60 FPS, maybe the shit will change a bit as you can use 60 FPS videos on your online marketing.
