It’s because there are a ton people getting into emulation. I’d blame shit like the nes classic and snes classic where everyone including their grandma modded it to play battletoads. Also with Nintendo ditching virtual console made a bunch of people wanting to mod a wii, ie I got a call from my dad a few months ago to hack the wii to play Mario bros.
I feel like this is creating a new generation of people falling for exe files.
