Q2 topped the 3DS charts in every region it was released, and exceeded Atlus' sales expectations, so that alone should tell you the state of the 3DS in 2018/9, as well as how little budget actually went into the game.

In terms of gameplay it actually is, though still a step behind the actual Etrian games. Story and character interactions are worse, but a game with 28 playable characters plus NPCs plus OCs was always going to be a trainwreck.
It was more fun to break the game in PQ than PQ2.
3DS is such a terrible piece of hardware man. There is absolutely nothing redeeming about it.
