Lots of medieval soldiers carried whet stones to sharpen their blades during down time. Sure the weaponry wasn't always good quality but new weapons were easily available on a battlefield due to looting the dead.

Well that's because in a real fight you'd have almost certainly lost the fight if you lost your arm. But that doesn't mean any hit to the arm always counts, if it's too light or the edge alignment is obviously very poor. But the main point is that in the context of simulating armored fight, they most certainly wouldn't fight as if a tap on the armored guy with a sword would end it, that would have nothing to do with simulating a historical fight and therefore nothing to do with HEMA. There's the other type of armored form of swordfight which doesn't care about simulating a real fight where people literally just swing at each other as if the other guy was unarmored, forgot what it was called. But John Clements and ARMA aren't into that.

Why would an armored combatant try half swording against an unarmored opponent?
You sacrifice your range for nothing. Any part of the opponent's body is an injury if you hit it, you don't need the extra tip control.

This was just some kind of demonstration they did for some documentary or something. There probably wasn't any "winning condition" per se and they were probably just trying to LARP really hard that they were in a fight. But it's a bit of a poor demonstration because as said by many the armored knight is unrealistically and unnecessarily cautious.

Sparring and tournaments, with winners and losers and all that, is done in HEMA but usually to simulate unarmored fight. The rules of what counts as a proper hit vary in that context and can be a bit vague, sometimes there might be judges who try to evaluate whether a hit would have been fight ending, sometimes "afterblow" is also used where your opponent immediately after getting hit is still allowed to strike once and you are supposed to defend yourself from that - if you're hit however would have been judged to be immediately incapacitating (like a strong blow to the head or something), the afterblow might have been not counted. Armored combat is simulated much more rarely, I'm not sure how they figure out loses and winners in that if they ever do that.

It doesn't really make any sense to me either, but they were probably imitating a picture of this kind of scenario (where and armored guy is halfswording against an unarmored guy) from some medieval HEMA source. Now why this kind of situation that doesn't really make any sense was depicted in the first place I have no idea.

Swords were never really used in combat, they were mostly status symbols for the higher ranks and nobility.

Making a sword takes a lot of time and requires a lot of training to effectively use. Making a spear takes a fraction of the time and you could put it in the hands of a peasant an hour before and it would be more deadly than a sword (simply because of reach alone)

Google medieval art and you can see dozens of pictures of people using swords. Just because they weren't necessarily a primary weapon doesn't mean they were never used. If swords were purely decorative there would be reason for infantryman to have them as a sidearm, which you see throughout history.
