They want the contrast of Red/Blue, but don't want to portray the energy that clash gives to viewers. So you get a mellow mix that feels very muted and "low energy." It works better in films like Blade Runner 2049, where they exaggerate the blue and purple to make you feel very low and isolated. A lot of games that use this color contrast either misuse it to portray a sense of alien aesthetic, or are going for a very boring game style that services story and tone more than gameplay. The only way I've seen it work for me was Hyper Light Drifter, which goes for muted purples for an oppressive atmosphere, and bright blues that symbolize personal strength and calming certainty.
