It's been paradoxes shtick for a while now to drop mediocre games that will only be "masterpieces" after several DLCs released. This time however even the vanilla experience was so bland and boring that even the most die hard paradoxshills were astonished at how bland and boring it is. EUIV, CK2 and HOI4 had way more mechanics and more depth from the start than I:R and people were rightfully angry about it.
Making a 'sequel' to a game that got mixed reviews in 2008 and lifting mechanics off said game and thinking it'll be enough.

there is something positive in seeing a game fail for something that has to do with base mechanics design and the developer learning about it and going to change in future titles.Failture is an essential part of experimentation and niches games can't go without it.

Except the golden age of video game design was driven by the fact that publishers didn't know what worked and therefore stood back from the creative process. Whereas pdx thinks it does know what works and were intervening in the creative process as a publisher and not as a developer, in essence to see how car they could stretch their profit margin.
