Neverwinter Nights with an even better toolset, turn-based 4e gameplay, and full party control.The modding tools would also allow you to change everything about the game, including the rules. You could use it to make a CRPG for any tabletop ruleset you want, create your own ruleset, or even make the game RTWP if you're one of those weirdos who prefers it over turn-based.
