"The flying cars in Cyberpunk 2077 are just for show, says CD Projekt Red" in which devs confirm again that they are not freely ridable. A few months before that, CDPR was stating on twitter that flying cars would be restricted for certain missions only because they were otherwise messing with the story (allowing the player to go where they weren't supposed to go yet)
