Don't get your hopes up for anyone else who was highly requested during the Ballot like Banjo.
If that was the case, they could've just revealed those characters first along with Banjo as the first three to give the illusion that the DLC will be focused on long time fan requests and thus entice more people into buying the Fighters Pass ahead of time.
Don't get your hopes up for the last two being both western characters.

Not really considering Sakurai has stated he was a bit nervous just from contacting Kirkhope to do the music alone due to the language/region barrier.
Working with an overseas developer regarding a whole playable character is a brand new experience for Sakurai and odds are he wouldn't risk the majority of the Pass going through that process seeing what could go wrong, especially given the constant communication needed to make sure the character stays true and that any changes made to accommodate for Smash must be blessed with the owner's consent.
And now before you say that Banjo turned out well, remember that the DLC was finalized last year and development on Banjo likely began this year or soon after things were finalized.
Don't expect them to save the best for last.
Nintendo's best strategy is to reveal the best earlier to sucker people into purchasing the full pass without them knowing the full contents. By the time, they reveal the last character, suckering people into buying the entire Fighters Pass means nothing since they could just choose which characters they want and don't want.

Fair enough. I think Terry's history with the fighting genre and the heavy push of SNK Heroines on switch give him plenty of opportunity and the Ninja Gaiden trilogy is one of the must plays of the NES library. Adding Simon, but not Ryu is understandable, but a missed opportunity. Doomguy has a strong chance too, though. I don't see Touhou getting a rep.
