Because it's only chapter 1. Undertale wasn't difficult except for a couple of bosses you had to go out of your way to fight. There will be more Jevil-tier bosses, if not harder ones.

Cause you are not forced to not level up? Cause you don't have to be super careful since the story is way more linear? Either, or both.

You have a lot more base health and there's a way to heal yourself without using items. Also, if you're playing pacifist guarding is pretty much the only non act your characters will ever do, which means you are going to take less damage than usual from most enemies. You can also now act and spare in the same turn, meaning you can end most battles with 1 enemy instantly. I don't think any of this will be an issue as long as there's a hidden superboss every chapter like Jevil though. We also played what is pretty much the tutorial and the game could stand to get harder, I doubt it will get that much harder, because I don't think Toby is trying to make the main content too challenging

I kind of want to do another pacifist run without missing anything this time
