This fallacy was outright addressed by Raiden when he called Armstrong out for being born with a silver spoon though.
Might can only be wielded responsibly by those who earned said right by acquiring it themselves or by undertaking some right of passage that demonstrates their ability to wield might with good conscience.
The fact that Armstrong was so dismissive of those he saw as beneath him, to go as far as to abduct children and use their brains to fund a war machine, endangering many more lives, shows that Armstrong was a man with agreeable intentions but the inability to properly wield the power he was born into.

But like I said, Raiden earned his might. He didn't just walk up to Armstrong and murder him, he earned by beating the shit out of his cronies and getting stronger.
As a result of his growing might, Raiden's character also grew.
The cybernetic upgrades, though, are exactly like Armstrong's nanotech, which is a simple but nice bit of writing that reflects your point. Raiden is like Armstrong in that sense, his initial might came unearned. It's only through the challenges Raiden faced to reach Armstrong, that separates them.
