Witcher 3
>Open world
Breath of the Wild.

Garry’s Mod of any Just Cause game, they all fulfill a purpose.
Kenshi is pure open world.

Dota
Exile/Avernum
MGSV if I don't count for its mostly garbage story.
Saints Row 2
Minecraft
Prototype
Just Cause 2
Two words: Fallout New Vegas
Need For Speed Underground 2?
I had a lot of fun with AssCreed WeWuz
Real life
Specifically, Fallout: New Vegas. The other ones are good, I even liked 4 alright, but New Vegas is great. I would literally stab a person to get a remaster of it without all the bugs.
New Vegas' open world is garbage though. Fallout's is fantastic.

seems strong, but a powerlevel of only 9001 really holds him back
From the top of my head: Just cause 2 and far cry 3.
That's pretty much is I guess.
Xenoblade Chronicles X
Shenmue II
Saints Row 2
A Link To the Past, Xenoblade Series in general, GTA SA
MGSV
No. Being open-world is easily it's biggest flaw.
Why?
Because there is absolutely no benifit. The open-world aspect is completely pointless, and only serves to show how poorly designed the bases and other locales are. There isn't a single area in V that can even compete with Camp Omega in terms of quality level design.
>Prototype
Really?
