What was Windfall Island's tax policy? Did they have a standing army? What was their foreign policy to other islands? Did they have any way to protect themselves if an invader arrived? What about their government? Did they even have one? Who put Tingle in Jail? I didn't see any policeman about. What protects against lawlessness breaking out on the island?

Trade is a pretty big theme with the island, between the sidequest and that eskimo guy who's whole gig is trading; I imagine that's how they get all their food besides the pigs.

As for how they get the capital to pay for it, the residents spend every night in an auction house so it's already an island of loaded rich people + the single rotating beggar role. I guess the bar couod be brewing its own ale and selling that

There could be adventurers who go out and slay bokoblins and octos for meat, and those plant monsters from the forest area as vegetables, too. Dragon Roost isn't far off, they could probably get some eggs from there, as well.

Most likely civilian volunteer militia that's call upon when needed. Didn't do much good when Mila and Maggie got kidnapped.

All the islands seem to have peaceful relations with one another (Forsaken Fortress is an exception). The presence of the postal system and the Korok's long-term plan to connect the islands seems to indicate peaceful coexistence.
