No. Conquest's gameplay and maps are largely overrated anyways, Takumi's maps are the highlight.

It can be a 9/10. That does not apply to Fire Emblem games because they're all fairly average, including that one, but a game with a story that's trash or barely comprehensible but with amazing gameplay is by default a good game.

That automatically makes it difficult for it to be a 10/10 if the devs also focused on the story. For it to be a perfect 10, gameplay and story have to blend well together along with other factors. It can be a 10/10 based on gameplay alone if the story is nonexistent
